Operation Raw Deal - A Case Study

Mr. Lindsey will demonstrate how i2 Analyst's Notebook and i2 iBase, in conjunction with innovative technology, were the key to success for DEA's Operation Raw Deal - the largest steroid enforcement action in U.S. history. A nearly 2-year operation, involving dozens of U.S. and international agencies, culminated in the September 2007 takedown that resulted in the arrest of more than 140 individuals and the seizure of 60 underground laboratories around the globe.

Mr. Lindsey will detail the operation and the challenges facing large-scale investigations that involve massive volumes of evidence resulting from Internet-centric cases. Combating the Asymmetrical Threat: Best Practices for Pattern of Life and Network Analysis Using i2 Tools

Network nodal analysis is a powerful tool in understanding the structure of social and organizational networks. Identifying the structure of a network enables identification of critical nodes and their relationships. This, in turn, enables the analyst to nominate high-payoff targets. However, this analysis is only half the battle. Predictive analysis is impossible without understanding the "pattern of life" within the network. Together, network nodal analysis and predictive analysis enables the analyst to identify the network, determine critical targets, and predict when and where targets may present an opportunity for engagement.

Managing data to support both methods of analysis presents unique challenges. During this session, we will discuss best practices in data management and demonstrate techniques and tools to allow the analyst to employ both predictive and network nodal analysis with i2 products, working from a single data set without the need for time consuming manual re-configuration of data.

The World Bank Experience - In Search of Fraud and Corruption Using Analysis, i2 Products and Advanced Procurement Fraud Detection

Identifying 'red flags' as indicators of fraud and corruption demands special investigative techniques. In 2007, the World Bank and the Government of India agreed to perform a Detailed Implementation Review to look for fraud indicators in 5 India-based World Bank-financed health projects. The findings revealed significant indicators of fraud and corruption in all 5 projects.

Discover how the World Bank's Department of Institutional Integrity used an advanced methodology to detect indicators of fraud, collusion and corruption in these projects. Learn how resources and tools like i2 Analyst's Notebook and i2 iBridge facilitated this review. Mr. Kammer and Mr. Robertson will discuss the investigation and will present the findings of the analysis, information on the follow-up investigation and implications for the World Bank and Government of India.

The Use of i2 Timelines in Complex Conspiracy Investigations
Buck Hedrick, DEA

Mr. Hedrick will discuss Operation Crying the Blues, a 2.5 year multi-jurisdiction, multi-line T-III, RICO investigation that culminated in the arrest and conviction of 35 individuals for violations of racketeering, murder, kidnapping, heroin and cocaine trafficking, money laundering and the indictment and seizure of more than $26 million in substitute assets. The timelines created with i2 Analyst's Notebook were critical at each stage of the investigation - from case initiation through the trial process. Mr. Hedrick will demonstrate how the timelines enhanced this complex investigation.

Knowing What You Never Knew: Assistants that Read, Remember, Recall and Even Anticipate with Analysts
Dr. Manuel Aparicio, Saffron Technology

Analysts are overwhelmed with the "information overload" of documents and are now faced with "entity overload" - trying to find, understand and remember complex networks and patterns of people, places and things. Studies show that most of an analyst's memory and recollection of findings are lost within weeks of discovery. While the idea of having memory-based personal assistants to help the analyst is an old one, only recent technology and product advances now provide this.

Dr. Aparicio will describe how Saffron Technology's SaffronAnalyst works with i2 Analyst's Notebook to enable massive reading of documents, giving the analyst more time for analysis. All the "dots" are read and remembered as entity-link connections across all the documents, allowing for immediate recall and navigation of entities, links and their context and supporting evidence of interest. Dr. Aparicio will report a case study that drastically decreased the time it took to analyze and, therefore, time to act. He will discuss how this technology between Saffron and i2 will eventually lead to the recall of patterns across networks, event sequences, and spatial relationships to further assist the finding of similar patterns and the anticipation of likely events.

Fighting the Counterfeit Pharmaceutical Trade

Counterfeit pharmaceutical trading brings increasing risk to patient safety. To combat this growing threat, pharmaceutical companies work to identify, investigate, target and prosecute individuals and organizations involved in the illegal pharmaceutical trade.

The deployment of both i2 iBase and i2 Analyst's Notebook have enhanced Eli Lilly's Global Product Protection Team's ability to collect, collate and present evidence regarding the global networks involved in the illegal manufacture, distribution and sale of counterfeit pharmaceuticals. Investigations are conducted in partnership with regional government and law enforcement authorities with the goal of disrupting and dismantling these activities through criminal prosecution or the appropriate civil action.

This presentation will look at the work of Eli Lilly's Global Product Protection Team and how iBase was implemented to assist both the Investigations and Forensic Testing Teams to enable them to identify counterfeiting associations across the world.

A Unique Approach to Data Fusion and Analysis
Bari A. Lee, North Central Texas Fusion Center

The North Central Texas Fusion Center (NCTFC) shares data from law enforcement, health, intelligence transportation and emergency management sources to authorized personnel utilizing a digital enterprise system that can be accessed via a secure internet connection from anywhere. The NCTFC system provides simple to complex data query of structured and unstructured data, directed summarization on any topic, link analysis and predictive modeling of pre-incident indicators, target threats, terrorist threat levels and disease threats computed daily or more frequently as necessary. The baseline system is technically advanced and based on an enterprise solution targeting regional law enforcement, first responders, public health, intelligent transportation systems and emergency management.

Learn how i2 products play an integral role in supporting the NCTFC. Mr. Lee will discuss the process that analysts must take to access, analyze and disseminate intelligence. He will provide examples of how this process incorporates local law enforcement data into the all-hazards data analysis. This unique approach establishes NCTFC as the first all-hazards strategic Fusion Center in Texas.

Video Analysis with i2 Analyst's Notebook: Analyze, Search and Utilize Your Video

End users who analyze video and multimedia are being flooded with large volumes of data from a wide range of sources and need systems and tools to: 1) detect and distinguish an event of interest from many like - but unimportant - events; 2) query, retrieve, view and report selected video data with events of interest; and 3) identify associations between seemingly unrelated multimedia data.

Dr. Guler will discuss intuVision video content analysis technologies that enable end users to get the most out of their video content in a short time and create re-usable metadata for video event mining, case building and reporting. She will present several examples of intuVision video processing results looking for levels of activity, colors of objects, selected events, faces and similarity to a given scene to provide useful insights to the analyst.

The Evolution of an Analyst

The analytical profession continues to evolve and develop as its role and functionality increasingly become a necessity in the investigative process. Ms. Corrado will address challenges faced by analysts, how far we have come and where we are going, expectations of the position, and how we can best prepare ourselves for what lies ahead. Her experience as both an analyst and manager will provide a broad perspective and will assist in demonstrating that - whether actively working as an analyst or supervising an analytical unit - it is important to remain true to the profession and focused on the mission.

Asian Organized Crime - Documenting the Elements of a RICO Investigation
Mark Goldberg, San Diego County Sheriff's Department

This presentation will focus on the use of i2 Analyst's Notebook to identify and document the elements of a racketeering enterprise that used a sophisticated card cheating scheme to target casinos across the United States and Canada. The criminal organization targeted by this investigation successfully cheated 18 casinos out of millions of dollars from March 2002 through May 2007, when 20 suspects were federally indicted for conspiracy to commit racketeering, money laundering and related offenses. During the course of the investigation, it became apparent that the fluid nature of the criminal associations and the sheer volume of information would make it difficult to document the RICO elements using a traditional link or timeline chart. As a result, a modified timeline format was created to document significant criminal acts and the roles of the suspects in support of the RICO.

The charting technique discussed in this presentation will be useful for any analyst working a large group of loosely associated criminals involved in frequent but distinct criminal activities, as opposed to the more traditional organized crime groups that have well-established hierarchies and are typically involved in ongoing criminal enterprises.

Using i2 Products for Proactive Analysis in the Commercial Sector

i2 products play an increasing role in the detection, investigation and prevention of a wide range of criminal activities impacting commercial organizations. From internet fraud and network security to financial crimes and organized fraud, Mr. Marane will discuss how to leverage i2's suite of analytical products to proactively analyze information and data in a variety of scenarios. He will focus his discussion on insurance/medical fraud and electronic commerce fraud (credit card, wire transfers) and demonstrate how i2 tools can assist in the detection, enhancement and presentation of commercial crime cases.

A Deloitte Investigation Using i2 - Visual Analysis of Complex Investigations

When several organizations work together to perform complex investigations, they can collect a great deal of useful information and data that can range from hard copies to electronically stored information (ESI). The consequence, however, is that investigators are faced with an overwhelming volume of data that needs to be managed, analyzed and presented clearly to the client. Deloitte faces this challenge regularly in its due diligence, litigation support, fraud, and other investigations it performs. By combining computer forensic analysis with in-depth investigations into parties suspected of wrongdoing, Deloitte seeks to uncover direct and circumstantial evidence of fraud, as well as any prior financial, legal, regulatory or criminal problems.

In this session, Ms. Crowley and Mr. Rule will walk you through a case study/analysis of a Deloitte investigation that integrates the computer forensics, business intelligence and investigations divisions. Learn how Deloitte employs an inclusive model for managing complex investigations and how the investigation team applies i2 analysis software to visually demonstrate the relationships involved in a case.

The Pearl Project: Investigation into the Murder of Wall Street Reporter Daniel Pearl

Ms. Nomani was a former reporter for the Wall Street Journal for 15 years. Since August 2007, Ms. Nomani has been a visiting Professor in the practice of journalism at Georgetown University's School of Continuing Studies, leading the Pearl Project, a faculty-student investigation into the murder of Wall Street Journal reporter Daniel Pearl. Pearl and his wife, Mariane, were visiting her house in Karachi, Pakistan when he left for the interview from which he didn't return.

Ms. Nomani will discuss the investigation into the death of her friend and Wall Street Journal colleague Daniel Pearl. Learn how she and her students are using i2 Analyst's Notebook to assist in the Pearl Project. The investigation seeks to find answers to several questions: Who really killed Pearl? Why did they kill? What are the underlying politics of the event? And what lessons can we draw for society from this tragic intersection of cultures?

This presentation will show how the Minnesota Department of Revenue uses i2 Analyst's Notebook to combat refund fraud as well as present complex schemes to a judge or jury in an easy-to-understand format. Ms. Lessard will also discuss how Analyst's Notebook has simplified the referral of cases between the department's civil and criminal fraud investigation units.

Cutting Through Complexity: Using i2 Products to Avoid Analytical Bias and Faulty Conclusions in Large Data Sets

Analysis becomes extremely complex as the number of entities, relationships and events multiply. As the amount of data overwhelms the ability of the analyst to keep all the pertinent facts in his head, it becomes natural to take shortcuts that can introduce bias and error into the analytic process. To avoid this problem, it is necessary to use a set of tools and practices to manage complexity and avoid either reaching false conclusions, or failing to reach conclusions that can be supported by the available data.

Preparing the Next Generation of Intelligence Analysts: Developing Critical Thinking Skills in Security and Risk Analysis

As an i2 collegiate partner, Penn State's Security and Risk Analysis program helps students acquire practical skills that prepare them for an intelligence career. Discover how these students use i2 Analyst's Notebook to solve complex terrorism plots with a strong social network element and then use the analysis to develop intelligence reports designed for decision making. Dr. Brewer will discuss the use of Analyst's Notebook as a tool for creating visual representations and for identifying complex plot lines from multi-source intelligence.

Dr. Brewer will also discuss the students' work on how to improve collaboration among collocated groups of analysts addressing a complex intelligence program, including human computer interaction design augmentations. Closing Pandora's Box: Using i2 Analyst's Notebook in a Commercial Risk Management Scenario

It is well known that i2 products are used in law enforcement and intelligence activities. The commercial application of this technology in civil actions, corporate and financial related investigations provides additional opportunities to utilize the versatility of i2 technology. This case study focuses on an actual investigation performed on behalf of a major asset-based lender facing a $6 million loss due to asset misappropriations by a trusted client.

The presentation explores how the integration of Analyst's Notebook visualization with comprehensive database inputs and field investigation material resulted in the successful recovery of the at-risk exposure. It includes a detailed overview of the case and its investigative methodology. Phone Genius - A Case Study

Global telecommunications industry fraud losses are estimated to be in the range of $54.4 - $60 billion annually, representing a 52% increase over the previous 3-year period. What was once classified as a "white collar crime" committed mostly by "script kiddies" and low level criminals has evolved to become a major source of funding for terrorism and a convenient means to provide covert communications. Learn how the technical sophistication of the fraud is overshadowed by the highly orchestrated schemes carried out by complex criminal and terrorist organizations. Mr. Beaulieu will discuss how these organizations manipulate the system to make a single large fraud scheme appear to be a series of unrelated events. The session will also include scenarios to assist in the interpretation of telephone call detail related to "spoofing", call forwarding and hacking.

Operation Freeze Frame

Learn about Operation Freeze Frame - a multi-jurisdictional, multi-agency investigation involving ICE Baltimore, ICE New Haven, DEA Baltimore, IRS Baltimore and FBI Washington, D.C. The operation targeted a drug trafficking and money laundering organization based in Chiquimula, Guatemala. A joint undercover operation enabled federal agents to launder $1 million through the organization. The operation resulted in the arrest of over 30 individuals and the seizure of more than 40 kilograms of heroin and 250 kilograms of cocaine.

Mr. Engel will describe this complex operation and the collaboration between the agencies. Ms. Noel and Mr. Tuckey will discuss how i2 Analyst's Notebook was used to support the operation from the initial investigation to the analysis and prosecution by the U.S. Attorney and the grand jury.
