Combating the Asymmetrical Threat: Best Practices for Pattern of Life and Network Analysis Using i2 Tools Fred Maray and William Cotten, SRA International, Inc.
Network nodal analysis is a powerful tool in understanding the structure of social and organizational networks. Identifying the structure of a network enables identification of critical nodes and their relationships. This, in turn, enables the analyst to nominate high-payoff targets. However, this analysis is only half the battle. Predictive analysis is impossible without understanding the "pattern of life" within the network. Together, network nodal analysis and predictive analysis enables the analyst to identify the network, determine critical targets, and predict when and where targets may present an opportunity for engagement.
Managing data to support both methods of analysis presents unique challenges. During this session, we will discuss best practices in data management and demonstrate techniques and tools to allow the analyst to employ both predictive and network nodal analysis with i2 products, working from a single data set without the need for time consuming manual re-configuration of data.

The Use of i2 Timelines in Complex Conspiracy Investigations Buck Hedrick, DEA
Mr. Hedrick will discuss Operation Crying the Blues, a 2.5 year multi-jurisdiction, multi-line T-III, RICO investigation that culminated in the arrest and conviction of 35 individuals for violations of racketeering, murder, kidnapping, heroin and cocaine trafficking, money laundering and the indictment and seizure of more than $26 million in substitute assets. Analysts are overwhelmed with the "information overload" of documents and are now faced with "entity overload" - trying to find, understand and remember complex networks and patterns of people, places and things. Studies show that most of an analyst's memory and recollection of findings are lost within weeks of discovery. Counterfeit pharmaceutical trading brings increasing risk to patient safety. To combat this growing threat, pharmaceutical companies work to identify, investigate, target and prosecute individuals and organizations involved in the illegal pharmaceutical trade.
The deployment of both i2 iBase and i2 Analyst's Notebook have enhanced Eli Lilly's Global Product Protection Team's ability to collect, collate and present evidence regarding the global networks involved in the illegal manufacture, distribution and sale of counterfeit pharmaceuticals. Investigations are conducted in partnership with regional government and law enforcement authorities with the goal of disrupting and dismantling these activities through criminal prosecution or the appropriate civil action.

A Unique Approach to Data Fusion and Analysis Bari A. Lee, North Central Texas Fusion Center
The North Central Texas Fusion Center (NCTFC) shares data from law enforcement, health, intelligence transportation and emergency management sources to authorized personnel utilizing a digital enterprise system that can be accessed via a secure internet connection from anywhere. The NCTFC system provides simple to complex data query of structured and unstructured data, directed summarization on any topic, link analysis and predictive modeling of pre-incident indicators, target threats, terrorist threat levels and disease threats computed daily or more frequently as necessary. The baseline system is technically advanced and based on an enterprise solution targeting regional law enforcement, first responders, public health, intelligent transportation systems and emergency management.
Learn how i2 products play an integral role in supporting the NCTFC. Mr. Lee will discuss the process that analysts must take to access, analyze and disseminate intelligence. He will provide examples of how this process incorporates local law enforcement data into the all-hazards data analysis. Dr. Guler will discuss intuVision video content analysis technologies that enable end users to get the most out of their video content in a short time and create re-usable metadata for video event mining, case building and reporting. She will present several examples of intuVision video processing results looking for levels of activity, colors of objects, selected events, faces and similarity to a given scene to provide useful insights to the analyst.

Asian Organized Crime - Documenting the Elements of a RICO Investigation Mark Goldberg, San Diego County Sheriff's Department
This presentation will focus on the use of i2 Analyst's Notebook to identify and document the elements of a racketeering enterprise that used a sophisticated card cheating scheme to target casinos across the United States and Canada. The criminal organization targeted by this investigation successfully cheated 18 casinos out of millions of dollars from March 2002 through May 2007, when 20 suspects were federally indicted for conspiracy to commit racketeering, money laundering and related offenses. During the course of the investigation, it became apparent that the fluid nature of the criminal associations and the sheer volume of information would make it difficult to document the RICO elements using a traditional link or timeline chart. As a result, a modified timeline format was created to document significant criminal acts and the roles of the suspects in support of the RICO.
The charting technique discussed in this presentation will be useful for any analyst working a large group of loosely associated criminals involved in frequent but distinct criminal activities, as opposed to the more traditional organized crime groups that have well-established hierarchies and are typically involved in ongoing criminal enterprises.

The Pearl Project: Investigation into the Murder of Wall Street Reporter Daniel Pearl Asra Q. Nomani, Georgetown University
Ms. Nomani was a former reporter for the Wall Street Journal for 15 years. Since August 2007, Ms. Nomani has been a visiting Professor in the practice of journalism at Georgetown University's School of Continuing Studies, leading the Pearl Project, a faculty-student investigation into the murder of Wall Street Journal reporter Daniel Pearl. Pearl and his wife, Mariane, were visiting her house in Karachi, Pakistan when he left for the interview from which he didn't return.
Ms. Nomani will discuss the investigation into the death of her friend and Wall Street Journal colleague Daniel Pearl. Learn how she and her students are using i2 Analyst's Notebook to assist in the Pearl Project. The investigation seeks to find answers to several questions: Who really killed Pearl? Why did they kill? What are the underlying politics of the event? And what lessons can we draw for society from this tragic intersection of cultures?
